my country's current civil and commercial legal system was established in the 1930s during the traditional agricultural period on the mainland. After experiencing the Taiwan economic miracle of rapid industrial and commercial development since the 1960s and the booming transnational knowledge economy since the 1990s, it has become inadequate and unable to regulate emerging financial and economic law issues. Therefore, in response to the rapid changes in the current domestic social and economic environment, the professional division and departmental differentiation of traditional civil and commercial law has become a general trend. For example, the major fields such as corporate law, international economic law, intellectual property law, and financial and taxation law have gradually formed their own systems and developed more professional and detailed financial and economic legal systems. In order to promote the research atmosphere of financial law, the Department has begun planning the publication of the academic journal "Zhongzheng Financial Law", hoping to provide the Chinese community with an academic platform that combines theoretical and practical perspectives, and to conduct in-depth discussions on relevant legal issues and their legal basis, in order to improve the research level of financial law and promote the progress of my country's financial legal system.

The "Zhongzheng Law Journal" published by the Law Department of our university has won numerous praises since its inception. Its contribution to the research of traditional Chinese law is obvious to all and its results are remarkable. Our department has always had close exchanges and cooperation with the "Zhongzheng Law Journal". However, according to the advice of the University Evaluation Committee of the Ministry of Education, our department should develop its own academic journals as soon as possible. In order to respond to the ardent expectations of legal experts from all walks of life for our department, we will issue the inaugural issue of "Zhongzheng Financial Law" on New Year's Day 2010 for the benefit of all. This is our memorial.
